Recently we spoke with a haulier who's transport manager visits the yard.....once a month! It's impossible to exercise effective and continuous control this way
, but it's not an isolated case.
Statutory document No. 3 from the senior traffic commissioner clearly sets out the standards and responsibilities expected in the role, and the consequences of not adhering to them.
Yet, many external CPC holders seem to be preoccupied with 'earning' as opposed to working, spreading themselves too thin and risking their repute and that of their clients. Similarly, internal TM's often seem to have a variety of other responsibilities that direct their attention away from compliance.
A good transport manager does just that....they manage. This means treating the O licence like their own!
